Back when I was on Windows, I constantly got these hardware surveys. Now, running Linux, I haven’t seen one in months…
I got the survey on Windows once, a very long time ago. Switched to Linux recently and almost instantly got one.

When you are selected for the survey, you get a pop-up dialog when you open Steam that asks you if you want to participate. You can either accept or decline. You WILL notice it, when it happens.
Idk if it shows up in gaming mode on my deck but as soon as I switched to desktop mode I had one pop up. I had been in gaming mode only for several months at that point.
